OUTSIDE COMMITMENTS
SECTION 1. GENERAL
1.1. Scope: This policy establishes a process to review outside commitments of Concord University personnel.

SECTION 2. DEFINITIONS
2.1 Gainful employment: Employment or activities outside the institution with direct or indirect, immediate or future financial reimbursement, exceed thirty days per calendar year or absence from regular institutional duties during the contractual period.
2.2 Full-time personnel
2.2.1 Faculty: Any employee with 12 hours per semester teaching responsibilities or release from such duties.
2.2.2. Classified personnel: Any full-time, regular employee in a classified position created to last a minimum of nine months of a twelve-month period and in which such employee is expected to work no less than 1,040 hours during said period.
2.2.3. Non-classified personnel: Any employee, designated by the president, who is responsible for policy formation at the department or institutional level or reports directly to the president or is in a position considered critical to the institution by the president.
SECTION 3. PURPOSE
3.1. Concord University does not wish to restrict gainful employment outside the institution, however, full-time personnel are expected to render full-time service to the institution.
3.2. Activities or employments that interfere with the adequate performance of institutional duties are incompatible with contractual commitment to the institution.
SECTION 4. PROCESS TO REVIEW OUTSIDE COMMITMENT STATUS
4.1 Before accepting an outside commitment which involves gainful employment, an employee must have their supervisor’s permission.
4.2 By September 30th of each calendar year, all full-time Concord University employees will complete a report noting any outside commitment which includes gainful employment. Reports will be forwarded for review and approval by each supervisor to the cabinet-level officer.
4.3 By November 1st of each calendar year, all cabinet-level officers will submit a summary report to the institution President and Board of Governors Chairperson reflecting outside commitments of all personnel within their area of responsibility.
