PROGRAM REVIEW
SECTION 1. GENERAL
1.1. Scope: This policy delineates the responsibilities of the Concord University Board of Governors in the review of existing academic programs and a procedure for the review of academic programs at Concord University.

SECTION 2. PURPOSE
2.1. To delineate the responsibilities of the Concord University Board of Governors in the review of existing academic programs.
2.2. To establish a procedure to review all existing programs at least every five years.
2.3. For the purpose of this document, a “program” is defined as curriculum or course of study in a discipline specialty that leads to a Concord University degree.
SECTION 3. RESPONSIBILITIES OF THE CONCORD UNIVERSITY
BOARD OF GOVERNORS
3.1. The Concord University Board of Governors empowers the Academic Affairs Committee of the Board to assess each academic program every five years using the process noted below. The Academic Affairs Committee is expected to take appropriate action on each academic program following this assessment and report their action to the Board of Governors.
3.2. The Concord University Board of Governors delegates an appropriate report of their action to be prepared and submitted to the West Virginia Higher Education Policy Commission by the Concord University Vice President and Academic Dean on or before May 31 of each year. The report will include a brief rationale for the action and note program achievements and concerns.
3.3. Any disagreement between the final recommendations of the Academic Affairs Committee and the recommendations of the academic unit may be appealed to the Concord University Board of Governors.
SECTION 4. PROCESS FOR PROGRAM REVIEW
4.1. Concord schedule for five-year review updated annually. Concord and program accreditation agency reviews scheduled during the same academic year whenever possible.
4.2. Documents for review of academic programs with national accreditations.
4.2.1. Follow evaluative criterion as established by accreditation agency.
4.2.2. Self-study report submitted to accrediting agency.
4.2.3. Materials submitted for internal/Concord review: Self Study Report. Letter reflecting approval of accreditation. Statement for VPAD regarding program consistency with mission, viability and necessity. A summary report including program title and degree, year of last review, documentation of continuing need, plans to improve quality and productivity, five-year trend data on enrollment and degrees awarded.
4.2.4. Recommendation for continuation of program with specific action or discontinuation of program.
4.3 The self-study report for review of academic programs without national accreditation must include the following:

4.3.2. Viability.
4.3.3. Adequacy.
4.3.4. Necessity.
4.3.5. Consistency with mission.
4.3.6. Additional details included in “Process for Program Reviews, 10/01.”
4.3.7. Recommendation for continuation of program with specific action or discontinuation of program.
4.4 Procedure for evaluation
4.4.1. Self-study report prepared by program faculty with division chair assuming submission responsibility.
4.4.2. Concord Assessment Committee to Program Advisory Committee (where available).
4.4.3. Program Advisory Committee (where available) to external evaluators when necessary and/or appropriate for objective review.
4.4.4. External evaluators to Vice President and Academic Dean.
4.4.5. Vice President and Academic Dean to President.
4.4.6. President to Board of Governors Academic Affairs Committee.
4.4.7. Recommendation for continuation of program with specific action or discontinuation of program.
4.5 Special program review may be requested by the WVHEPC for a specific purpose. Such requests will include details and instructions.
