POLICIES REGARDING DISBURSEMENT OF STUDENT AID FUNDS TO STUDENTS

Federal law requires that the Financial Aid Office not distribute aid to a student unless the student:
1) Is maintaining satisfactory academic progress in a course of study.
2) Is not in default on any Perkins Loan, Subsidized Stafford Loan or Unsubsidized Stafford Loan made for attendance at any other institution.
3) Does not owe a refund on a Pell Grant, Supplemental Educational Opportunity Grant, Perkins Loan, or State Grant previously received for attendance at any institution.
4) If required, is registered with the Selective Service.
5) Has signed a statement that the aid received will be used for educational purposes.
Satisfactory Academic Progress: At the end of each semester (summer school will be considered a semester for purposes of this policy) you will be making satisfactory academic progress if you
comply with the following:

1) While enrolled as a full-time student*, you must progress at the following rate: (include semesters during which you received no financial aid)

*Part-time attendance will be prorated at the same rate as shown above and determined by the number of hours attempted at registration.

3) If you withdraw during the semester and receive F’s, you will be considered to have made unsatisfactory progress unless you present acceptable reasons for withdrawal. (In order to be allowed to present acceptable reasons for withdrawals you must have been making satisfactory academic progress at the time of withdrawal or during the previous enrollment period.)
4) Data to implement this policy will come from the Registrar’s Office. Withdrawals and incomplete grades will be counted in the determination of GPA and hours attempted in the manner provided in the Registrar’s policies.
5) During the next enrollment period after making unsatisfactory progress, you will be on financial aid probation (not to be confused with academic probation from the Registrar’s Office). While on financial aid probation, you will continue to receive financial aid. The second semester you fail to maintain satisfactory progress, your aid will be suspended for the next enrollment period, and if you fail to maintain satisfactory progress a third semester, you will lose your eligibility for any future aid.
6) To re-establish satisfactory progress after the probation and suspension semester, you must bring your cumulative GPA and/or cumulative hours earned up to the policy requirements. Reinstatement after semesters of ineligibility will be handled on a case-by-case appeal basis except for ineligibility as a result of enrollment over the 10-semester limit.
Financial Aid Affected: All financial aid administered by the Financial Aid Office will be affected, i.e. Federal, State, and institutional.
Reinstatement of Financial Aid: The Financial Aid Office can only ensure that Pell Grants and Stafford Loans will be reinstated after the probationary period. Campus based aid (SEOG, FWS, and Perkins Loan) will be reinstated only if funds are available.
Right of Appeal: You may appeal any denial of financial aid by submitting in writing to the Director of Financial Aid the basis for your appeal, stating the reasons for not making satisfactory academic progress. However, only extremely unusual circumstances will be considered. An academic transcript must also be provided. This may be obtained from the Registrar’s Office.
Notification: You will be notified in writing the reason and furnished with a copy of this policy if you are not making satisfactory academic progress prior to the next enrollment period for which you would normally be eligible for financial aid. In some cases, the timing of this action will be very close to registration, e.g., between semesters.
Loan Delinquencies: If you are delinquent on a Perkins Loan or a Stafford Loan, or if you owe a refund on a grant, you will not be eligible to receive additional financial aid until the situation is corrected. This situation will also affect packaging of aid if it occurs at the time of packaging.
Refunds to Students: All refunds due under University policy will be applied first to financial aid accounts. If refunds exceed the amount of financial aid initially disbursed, the excess will go to the student. This policy is based on Federal regulations.
Duration of Eligibility: No student will be eligible to receive the West Virginia Grant from the Concord University Undergraduate Scholarship beyond a maximum of 8 academic semesters; however, all aid is based on the satisfactory progress policy stated earlier
