Biography
Dr. C. Scott Inghram, EdD, MSW, LGSW serves as Chair of the Department of Social Work and Sociology and Director of the Master of Social Work (MSW) program at Concord University. With a Doctorate in Education from Marshall University and a Master of Social Work from Tulane University, Dr. Inghram has been a driving force in expanding the MSW program, increasing the number of faculty members, boosting student enrollment, and leading statewide social work initiatives.
Since 2005, Dr. Inghram has engaged in macro social work practice, focusing on program development, policy practice, and community engagement. He also served as the Legislative Liaison for Concord University under the presidency of Dr. Gregory Aloia. During this time, he designed and directed the Concord University Office of Sponsored Programs (OSP), a model later adopted by similar undergraduate institutions across the state. Working alongside colleagues, Dr. Inghram helped obtain over $4.8 million in funding from organizations such as the Council on Social Work Education, the WV Higher Education Policy Commission, and the U.S. Department of Education. His efforts contributed to the establishment of the EDA University Center and Accelerator programs.
Currently, Dr. Inghram directs the Title IV-E and expansion programs, which total over $1.2 million annually (estimated at $9.6 million since 2017), and oversees the Provisional Licensure program (estimated revenue of $900,000 since 2017). His leadership extends statewide as President of the West Virginia Social Work Education Consortium (SWEC), where he spearheaded the adoption and development of a pre-service curriculum for foster and adoptive families across the state. Additionally, Dr. Inghram serves as Chair of the West Virginia Board of Social Work, further demonstrating his commitment to advancing social work policy and practice at the state level. He has secured funding for various initiatives from donors, including the CSWE Policy Practice in Field Education grant, alumni support for the Strasko Fund, the technology corridor, and Athens Little Free Library programs. Dr. Inghram also serves as Principal Investigator of the Curriculum and Research project, totaling approximately $650,000 annually (estimated at $6 million over the course of the project).
In his various capacities, Dr. Inghram has demonstrated strong relationship-building and has developed unique partnerships for the University, including industry non-compete agreements designed to reduce barriers for employees seeking to matriculate through the online master and bachelor of social work programs. He has also been instrumental in establishing four-plus-one agreements with West Virginia undergraduate institutions offering the BSW, including a partnership with West Virginia State University, the state’s only Historically Black College and University (HBCU) with a BSW program. This partnership helps increase educational access and opportunity for underrepresented populations. Dr. Inghram also developed and directed the first two Opioid Symposiums in the state, fostering a strong relationship with WV PBS, where both symposiums were highlighted through print and digital media. He has further demonstrated skill in academic program development and navigating national accreditation through the Council on Social Work Education (CSWE).
In addition to his work at Concord, Dr. Inghram is an active community member, serving as Vice President for Childlaw Services Inc. and participating in various university and community committees. His dedication to advancing social work practice through innovative curriculum design, program development, and foster training has significantly impacted social work education and services throughout West Virginia.
